I wanted to know if the source SDK is the best tool to make models, also I have all the source SDK bases, but I keep on getting the issue that it can't find the gameinfo.txt, which should appear once i started the games required. the steam QnA suggested i tried to re-install the source SDK. but is that it? or is there some other tools required to make it work properly? If so could anyone give me the list of the tools and SDK bases i need? (if they are even required)

If you're looking to make models for SFM, I recommend the SDK that is included with Source Filmmaker. For Garry's Mod, I would recommend Source SDK 2013 Multiplayer. As I understand it, the default Source SDK you are installing is quite outdated and hasn't been updated for a couple of years and might not work with more recent versions of Source, like the one Gmod uses.

That explains a whole lot... thanks, downloading the SDK 2013 from github now.

No! You need the Source SDK 2013 (Multiplayer & Singleplayer) from Steam! It's in the Tools part just like the old Source SDK. The stuff from Github is only needed if you want to change the code.

You have to open its folder. That's where the tools actually are. Usually in SteamApps\common\Source SDK 2013 Multiplayer\bin. Note that that folder contains the tools used only to compile your models and textures for use in the engine. The models are usually made in an external program like Blender, 3ds Max or Maya and then compiled using the tools in the SDK folder. I wrote a tutorial on the basic process of compiling a model here.
